Level 36 but no wysteria?

I'm level 36 now and it says I have to be level 25 then Ambrose will want to talk to me about Wysteria... But I haven't gotten that quest yet and I've googled it and everything said I only need to be level 25 and there is no additional side quest to be able to get there but even if I change realms Ambrose doesn't have the quest for me Help please?

You completed the first step ("To the Registrar") however you failed to continue the quest line.

Well, my idea is that it may be a bug where it didn't show up.... it works for me!
