Colossus Blvd. closed

My Fire wizard has reached level 11, but Colossus Blvd. is still the last street that has not opened to me. Do I still have quests to complete first, or is there something missing? I'm confused. I've finished the others, and I'm dueling on Triton avenue now, but shouldn't Colossus be here by now? Any help would be very welcome.

You have to defeat Foul Gaze, I think. Once you defeat him, Merle will give you the note for the guard to open the gate.
