The Fog Staff along with other wands such as the Umbra Blade could be earned through codes in the Beckett Magazine. Most of these codes have retired so they are pretty hard to come by. Although you can still get the Fog Staff through contests on fan sites, such as Wizard101 Central or Duelist101.
