Where can I buy a wand that lets u start of with 1 normal pip? Also please tell me the name and what level it is for. I'm only level 18 right now.
hmmm, i found mine (first because they're many out there) at the bazaar when i was level 20, it was the wand of the oasis i think, there's a version of it for balance too.
