You can only get there by a friend who has gotten to Khrysalis. I am assuming you are wondering how to pass that magical bee barrier. You can only pass it once you have gotten further into the Khrysalis storyline or have a friend get you inside past the barrier.
Once you finish Azteca, speak to merle and he will give you the quest to get here! The last quest in azteca is Tall Enough to Meet the Sun Followed by Letters of Light (Must be at least level 85).
