I am on my fire quest to get my dragon spell and i am outside of a dungeon the quest arrow is pointing me to. says defeat Mavra Flamewing in the plaza of conquests but it will not let me in the dungeon to do so.

It's been a while since I was there, but I believe that even though your Fire teacher sent you to Mavra's Tower, you can't just walk right in there. You have to follow the storyline quest to reach Mavra first. The first time you meet her is in the quest - "The Best Defense".
I don't know how much of Dragonspyre you have completed, but you can scroll down this list to see where you meet Mavra. You can click on any quest on that link for more info if you need it (like "prequests", etc.).
If this isn't right, I'm sure that someone will comment back and maybe help you.
You need to do dragonspyre quest in order to unlock it. I wished the same thing with my ice wyvern :( you need to keep doing dragonspyre till you get a quest to defeat her
