The first boss (Squid) Drops the hat, The robe and boots are dropped by Sylster at the very end of Waterworks. Amulet and Ring for level 60 are in Tower of Helephant, but it isn't worth the frustration, just get the hat, robe, and shoes, then continue the game.
Yes, there is frustration, but it is totally worth it. Being a level 60, there isn't much gear out there that is really good. You don't need to get all of the gear, Waterworks as I understand has a pretty good drop rate and doesn't take as long with other people.

Mastery Amulets are dropped by both Waterworks bosses also. I found the drop rate in WW much higher and easier than Helephant. If farming for Amulets you can solo up through Luska Charmbeak that's what I did. I got Life, Death, Balance and Fire from him without bothering to finish the second half.
Agree with Seethe completely on this issue. Side note I can't find our other waterworks thread? lol was it deleted? I will continue to keep looking for it.
