At level 38 you can get Spectral Minion and then you can get another more helpful one at level 75.

You don't level a minion. You do get two more at higher levels, and will be notified at that time.

I'm guessing the OP plays Pirate101, which allows you to level your minions. Such is not the case in Wiz.
Over here, your minion's level is set; the exceptions to this are Myth (troll minion can be rank 1, 2, or 3) and Death (Animate is an X pip spell), which summon a different rank minion based on how many pips you use).
As a balance wizard, Mr. Mander is the best minion out there. He blades, he shields, and occasionally uses locust swarm or sandstorm.
After that is the elemental minion; its school (either fire, ice, or storm) is random, but all it really does is shield and sprite itself.
Our last minion is Nerys Barbed Heart, at level 75. She's pretty cool (I've tested her out), but doesn't have a place in my deck, as I am a minimalist.
