Ice has solid universal resist, Balance nor any other school has this by default. Ice can also get the Ice Elf TC, to take off shields, for a clean hit. What about a fully bladed Snow Angle or Frostbite, two of the best spells in the game? Idk, but if you look at the leader boards, who is up at the top, ,,, Ice.
On the Shadow spells, yes they are overpowered, no question about it. If you are first, the person in second is at a huge disadvantage, no mater what school you are.

Are you refering to the Shadow Shrike spell and not Shadow spells in general? Shadow Shrike is the only Shadow spell I've heard PvP complain is overpowered. I've yet to hear 1 person say, let-alone, mention Shadow Sentinel and Shadow Seraph being overpowered. Shadow Sentinel adds +80 Block and +10% resistance which is less than Convinction's +90 Block and Fortify's +15% resistance and the Intercepts are of no use in 1v1. Shadow Seraph's +25% Outgoing heal boost is much like Mend and Cycle of Life's effect and 100 Absorb is pretty breakable. I've yet to see someone able to spam heals with Shadow Seraph to make it seem threatening.
How about a change in how the Shadow spells are chosen. Maybe like a regular school instead of required to move forward. The darkness it shows may turn people away from working their wizards up in level not to mention prevent them from moving forward in any quest pass the Eclipse tower quest.
