Supercharge- Can't Get

I looked up on the internet and it says you learn supercharge on level 35. I'm that and I looked at the storm teacher (Mr.Frog) and he didn't have the spell. I also used quest finder and it said "No quests available in this world"

Supercharge is learned from a quest called Thief of Spells. You can see the details here.

You'll need to have also completed the quest listed under "Prequest". You can use that to work backwards and find where you need to go.
