Level 55 Balance Spell

I am a level 66 and it still won't let me learn the level 55 spell, yet it lets me learn the 58 spell. Has anyone else expirenced this problem?

Sort of, i'm a lvl 74 and I don't have power link or the phenix pet. This is because I have yet to finish wintertusk. Hope this helps

Hello,

You will need to complete the quests Thief of Spells and Su Su Sudrilund, then Baldur Goldpaws will start you down the path to learn the level 55 spell.
