On all of my characters when ever I click on a little pages for the quests page it doesn't become yellow or give me a questing arrow or any signs at all, its not just one quest. Even when I get a new quest it doesn't give me an arrow. Is there a new update on the questing arrow that I am not aware of?
Next time you are not in a duel, press the shortcut key Ctrl-T to toggle quest helper on or off. You can also turn it on through the Options panel that appears when you press the Esc key.
