It gives +40%, just like the other permanent mounts. You can look at the statistics for it in the game, in the Crown Shop.

It states the percentage when you go into the Crowns Shop. No mount is over 40%
I bought it. I still have last year's Slowpoke Sloth, so I'll be swapping them around my characters a bunch, just for the LOLZ for the next few weeks. And I'm already waiting for NEXT year's gag.
