How do you get Tempest?

I am a Level 30 Storm Wizard who has completed Wizard City and Krokotopia and I still don't have the Tempest spell. Someone told me to go to Halston to get a quest but when I use quest finder it says there are no quests in the world Wizard City.

Have you learned the water elemental spell? You need it before you can get tempest.
