I had several bubbles pop up when I hit level 67 just now...Simeon, dworgyn(twice), Bald Raveneye, and Amberose... However when I went to all of these, there was nothing to interact with. Does this have anything to do with recently redownloading the game?

No. Those popups never were listed in your quests. You have to go visit each person from whom you received a popup to get the quest.
when you redownlaod the game or install it on another PC, you get all those popups again, because the game doesn't know you've done them already. I know what you're thinking, "Well, if I'm level 57, the game should know I've been around a while and just not give them to me". We've all felt that way, just click thru them, read them and make sure you've gotten them all and then they'll never pop again :)
