Even though the Tower of the Helephant is a Side quest, just reaching Level 60 won't give you the quest.
You still need to finish the Main quest storyline in Pigswick Academy.
Did you finish the Main quests in Pigswick Academy? This link shows all of the quests in Wysteria:
