I have three memberships for my family and I. I am asking a general question that applies to all the accounts, Since this has happened a few times.
What happens is that other players who you don't know, not on your buddy list, will come up to you and ask this " can I have a gift plz plz plz. " they beg you, and some of them are relentless. Now I just ignore them, but I have just had someone threaten me that if I don't gift them they will report me!! I don't know the procedure for reports, But I would think it would have to be something substantial. I would like to know, when someone asks me for a gift, and I ignore them, and if they report me for NOT GIFTING THEM, Am I going to be suspended? I would think, and very much hope, that when someone reports you, Kingsisle has a way to look into this. Once that they see it is a unsubstantiated report, nothing will happen. I don't curse, or as some clever members do is try to make there text look like a curse. I don't bother with any of that. I just play the game. Please give me some advice on what to do when this happens. AT this point I just leave them without saying a thing, But I fear that there are members out there reporting anyone who does not gift them. Not gifting and being reported for it is a false report, after a few of them KI will decide on the punishment for them, not you.
My advise is to continue with ignore but also take steps to avoid the Commons completely as this is where you are going to face this type of thing the most. If you like to sit around the commons pick a quite realm with less drama.
I just play the game and really don't come across beggars that way. Most of these players are free play or not questing and just want stuff. Wizards that are in the game for the long haul don't waste time begging they go out and earn the stuff in the game that can be had just by questing.
Yes, you can ignore beggars in the commons, either by just going past them and not answering, or by clicking on them and then clicking the "Ignore" button that shows up in the menu. There will be no consequence to you for this -- and if they make a false report about it they will be punished by KI, not you.
You can also go into the options part of your help screen (the little book in your right side menu, or easier just to hit "escape" on your keyboard). In there you can find a Padlock tab, in which there is the option to turn off all friend requests. Since you can only gift a friend, this usually settles any harassment. Beggars will usually scope out their marks by clicking on you as you go by to see what you have and to see if you are an easy target to friend. If you are set to "no friend requests" that will end the problem before it arises.
Usually, when I go through the commons, I just turn off the friend request option. I also just ignore all conversation in the Commons, I don't even look at my chat screen when there. I have fun stuff for all of my wizards, and I rarely get bothered anymore.

No need to worry, there is a section in the help area that describes what is and is not reportable and the consequences. Based on info you provided if they report you it is a false report and action will be taken against the other party, not you.
Don't worry, they can't report you for that. In fact it would be considered false reporting and they would get in trouble. Remember you can always click on their name, and at the bottom is the ignore button. Or you can change realms by pressing 'esc' then clicking on realms and choosing a new one.
