Minions are given through spell quest(s) from your professor. Different professors give minions at different levels. Myth has the most minions and even gets one from Ambrose near the very beginning of the game.
You're currently lv.28, so you should be able to get your fire elemental minion quest from falmea in ravenwood, which will eventually lead you to marleybone to fight mr.incinerator and his pet spider golem.

I'm just gonna go with what I think you mean.
All schools get at least one minion spell. (Myth has the most) Fire learns a minion spell at level 28 I think. To summon one you simply cast the spell.
To get a minion will probably require you beating a boss in a quest. Your professor will let you know when it is time for you to get a Minion Summoning Spell.

Yes, you can get a minion. There will be a school quest at some point from your teacher, and you get a spell to cast a minion for your school. Also, it is possible to get a treasure card from a fight which might let you cast a minion, of your school or even another school. You can also check the Bazaar to see if they sell a minion card, or trade cards with a friend who has a minion treasure card and wants to let you have it.
