Please have your friend look at the quest tree below. Your friend, if he did complete Celestia's final storyline quest (which is the Trail of Spheres, leading back to the Through this Door quest), still needs to talk to Edith and then Halston Balstrom and then to Merle Ambose. Your friend must also be level 55+ to move on:
