How do I get to Celestia? I'm level 45 and i finished dragonspyre.
The minimum requirement for the world is level 44, so you will be able to access it as long as you finished Dragonspyre. Talk to Merle Ambrose in his office.
PS- Celestia is a challenging world, so it is recommended that you complete Wintertusk first to gain more levels and access the Sudrilund crafted gear.
