Are we able to get the Hallowe'en Hat along with other Halloween items from Halloween packs without the event being active? I was able to open a few last week, but I didn't get any gear and I was just wondering. Thanks!

Yes! We don't limit packs based on holidays or anything like that, they remain consistent in this regard.
