Grape Jellyfish doesn't seem to be so common, I've been fishing for it FOR at least 2 days for around 3 hours a day. I think the rate of the fish needs to be up'd

These are rank 2 storm fish and they move really slowly. I recommend going to the Botanical Gardens house and trying there - he is the only storm fish found there!

If you don't own a Botanical Gardens, you can access them through housing tours in the Wizard City Commons.
