Gear Inspector says Malistaire the Undying is on Cyclops Lane.
Inspecting the Malistaire the Undying gear on another player shows it either comes from an entity on Darkmoor or Cyclops Lane. I check with Death, Balance, and Storm robe, hat, and boots and the wands.
