Main Quest trouble.

For some reason I can not get the main quest to actually go to Zafaria yet I have fully finished Celestia and turned in the final quest to Halston Balestrom.

To obtain access to Zafaria, you also have to be at least level 55.

That being said, try doing a side quest or two in Celestia and that should solve the issue.
