Yes you are correct. The only furniture or gear vendor in Empyrea so far is the crafting vendor Loligo. He has hat, robe, and boot recipes as well as some really fun furniture items!
Maybe part 2 will bring us some shops, I did notice that the lights are on in some of those windows. I hope this helps!
