When you go and talk to the guy outside of the king's throne and get the quest "The King and I" it takes you to go talk to the king. When you turn in the quest you should receive a quest to go fight Jotun, but you don't receive it. You have the fight unlocked but no quest for it. This makes it impossible to progess into wintertusk.
Wintertusk was what I reported in test, it's very confusing. You could get into Wintertusk but Nastrond wasn't done and you couldn't get into Nordrilund. No explanation or clarification has been given yet, it would be nice to know.
