I can't quite figure it out. It sometimes looks like buckteeth sometimes worried. I think it's the worry lines around the eyes mesh with the mouth too much.

To me, it looks like someone nervously laughing. It does look a bit... strange, thought.

It could be giggling, nervousness, cheekiness, sarcasm, goofiness, stuff like that. It really just depends on how you want to use it in context.
