There was a post about this exact issue from two months ago, but it didn't gain any traction. There's no way to trigger the pet willcast bubbles, and I believe it's been this way since release. The issue is that you're prompted to select a target in order to cast the bubble, but there's nowhere you can click to actually make the selection. Looking forward to your feedback.
