Does the state boost of ghulturesalem affect you when you are in dungeons that aren't "outdoor areas".

Mounts are never actually unequipped in dungeons, as indicated by you automatically getting back on them once you leave. The stat boost Ghultures, and other mounts, give you, stays no matter where you are, as long as you have it equipped.
