Hello, Wizards

I have a problem with Waterworks.
Normally when I reached level 60 and finished Crab Ally before, Sohomer Sunblade from Triton Avenue talked to me to come for Watrerworks.

Now my Life-Wizard reached level 60 and previously completed Carb Ally, but now, there was no message and when I go to Sohomer, he has no quest for me.

Is this a bug or is the way changed, to get the quest to Waterworks?

I would check the prerequisites for the waterworks quest.
