What's the difference between Incoming and outgoing healing?

Incoming healing refers to the healing spells that another Wizard casts on you.
Outgoing healing refers to the healing spells that you cast (out) on another Wizard/team.
This also applies to incoming and outgoing damage.

Incoming healing refers to any heals that target you.
Outgoing healing refers to any heals that you have cast.
For example:
When a teammate casts a Sprite on you, your Incoming Healing +% would strengthen the heal.
When you cast a Sprite on your teammate, your Outgoing Healing +% would strengthen the heal.
When you cast a Pixie on yourself, your Incoming and Outgoing Healing +% would strengthen the heal.
