Hi. There is a big guy named Blue Bart over by the pirates in Crustacean Empire. I've seen some people say you have to fight him and some say you don't. I saw one page saying there was a quest but I have been all over and don't see any open quests in this area. Any idea if this guy is still necessary for anything? Thank you.

He's not necessary, but there is a side quest given by Senator Nellek that asks you to fight him (Turn of the Tide). You can also collect his animus.
