I made a storm wizard recently and I've completed Dragonspyre. I'm a level 43 , but I haven't received the quest to enter Celestia. I had the pop-up of Merle Ambrose wanting me to see him so he could talk to me about entering Celestia. If there's a level requirement, then I personally think this is a dumb requirement. Completing the other worlds at the level I am is honestly proving I can beat other worlds also.

I think you can only start Celestia if you are level 44 (previously it was 48 but they reduced it to 44), so you won't have to do very much to get to that level from 43.
You could do some useful sides like quests for spells, training points, pets, crafting etc or even a side world like Grizzleheim/Wintertusk that also give spells and a pet. You're less than one full level off the requirement so you won't be needing to do much to get there and continue your journey
Don't forget, you get a new spell quest at 48, which requires going to DragonSpyre (usually the Labyrinth), so I would suggest doing that as well. Completing Wintertusk quests will level you up quickly.
